Education institutions in Washington State have been utilizing video conferencing for years to save on travel costs, its nothing new. In fact before I left the ESD, additional dedicated T1s were being put in to sites just to solely handle video conference traffic.
WSU is a K-20 member and has had access to KORRS and video conferencing since K-20 was lit up over a decade ago.
